Investigating Inspectors,

78. I would recommend that the senior of these two officers should be granted a salary of Rs. 4,800, the junior Rs. 4,200, as recommended by the Commission.

Mail Guards.

79. The maximum proposed for these Guards is, compared to that of grades of equal standing, rather low: I would suggest that it be raised to Rs. 600, and that a scale of Rs. 360-12-800 be approved for them.

Superintendent, Telegraph and Telephone Traffic.

80. The salary proposed by the Commission is a mere consolidation of the present salary plus temporary increase. This officer at present has the same maximum as the Assistant Superintending Engineer for whom the Commission propose a salary scale of £800-40-1,000. I would recommend that the following scale be sanctioned for the Superintendent, Telegraph and Telephone Traffic :-

£650-(8 of 40, 1 of 30)-1,000.

Clerks.

81. I have dealt with these officers in connexion with the Clerical Services generally (vide paragraphs 30 and 31). As proposed therein, the salaries of Classes I and II should be as follows:-

Class I-Rs. 2,840-120-3,800.

Class II-Rs. 780-(9 of 80, 11 of 120)-2,800, Efficiency Bars before Rs. 1,600

and Rs. 2,200.

82. In consequence of the above revision the salaries of the following grades, which have been fixed on the basis of the Clerks' scales, must be revised as follows:-- Postmasters and Signallers.

Class I-Rs. 2,840-120-3,800.

Class II-Rs. 760-(9 of 80, 11 of 120)-2,800, Efficiency Bars before Rs. 1,600

and Rs. 2,200.

Telegraph and Telephone Inspectors.

Class I-Rs. 2,840-120-3,800.

Class II-Rs. 880-(9 of 80, 10 of 120)-2,800, Efficiency Bars before Rs. 1,800

and Rs. 2,320.

Postmistresses.

The scale for the two senior officers should be

Rs. 1,720-120-2,800, Efficiency Bar before Rs. 2,320.

Assistant Lady Supervisor of Telephones.

The scale should be Rs. 1,960-120-2,900.

Female Telephonists.

83. Their present salary scale is Rs. 300-50-600. The Commission propose to grant them Rs. 450-50-850. This scale appears to be too low. I would suggest that in its place the following scale be adopted :-

Rs. 480-(1 of 60, 5 of 72)-900.

Retiring age of the Female Staff.

84. 1 would advise that the concession recommended by the Commission in the case of female teachers (pide paragraph 228 of report) be extended to the female employees of the Post and Telegraph Department.

Head 16: Forest Department.

85. I concur with the recommendations of the Salaries Commission under this head with the following modifications, which I consider necessary:---

Deputy Conservators of Forests and Assistant Conservators of Forests. 86. The Commission have recommended a scale of £500-25, 40, and £50-1,200. The Conservator of Forests, with whose opinion I agree, considers it advisable to maintain two grades of Deputy and Assistant Conservators, and I therefore propose to bring the scales for this Department more into harmony with those of the Irriga- tion Department, starting them on a lower minimum and with lower increments in the early stages in view of the considerably younger age at which Assistant Con- servators of Forests are likely to be recruited. I therefore recommend the following scales :--

Deputy Conservators-£900-40-1,100 (two only to rise by £40 and 1 of

£20 to £1,200 on recommendation of Conservator of Forests). Assistant Conservators of Forests £500-(10 of 25, 1 of 30, 3 of 40)-900 (£600 on attaining the age of 30) (Efficiency Bars before £550, £050, and £780).

Extra Assistant Conservators of Forests £420-30-570.

Foresters and Forest Rangers.

87. The Commission have recommended the following rates:—

Foresters-Rs. 3,200-240-5,800.

Forest Rangers:

(Technically trained)-Rs. 1,080-120-3,000 (Non-technically trained)-Rs. 600-120-2,400.

I recommend that the salaries of these officers be more closely aligned with those proposed for grade surveyors, and would suggest for approval the following scale :-

Foresters:

(Technically trained)-Rs. 2,760- (5 of 120, 6 of 180)-4,440. (Non-technically trained)-Rs. 2,520-120-3,720.

Forest Rangers:

(Technically trained)-Rs. 1,080-120-2,640.

(Non-technically trained)-Rs. 600-80-1,080 (Rs. 1,200-120-2,400).

Depot Keepers, Nuwara Eliya and Jaffna.

88. The scale proposed by the Salaries Commission would appear to be a misprint. I recommend the following scale for this class of officer:---

Rs. 600-(8 of 60, 11 of 120)-2,400.

Senior Draughtsman, Depot Keeper, Colombo.

89. The scales proposed by the Commission for these two officers being the same as that of Class II of the Clerical Service, I recommend that they be altered to the revised scale which I propose for the latter, viz., Rs. 900-120-2,820 with halts of two years each on Rs. 1,500 and Rs. 2,100 and Efficiency Bars before Rs. 1,620 and Rs. 2,220.

Head 17: Colombo Port Commission.

90. I concur in the recommendations of the Commission subject to the modifi- cations set out below.

Shorthand Typist.

90a. The present officer was appointed on a special rate of pay and, while he may be allowed the rate proposed by the Commission (Rs. 2,520) it should be noted that this rate is personal to him and that the salary of the post will be re- considered on the occurrence of a vacancy.

Master Attendant's Department.

Lightkeepers--One at Rs. 1,050.

91. This is the Head Lightkeeper, Colombo Revolving Light, and it has been pointed out that the salary proposed for this officer is lower than that proposed for the Lighthouse Keeper, Galle (Rs. 1,350 per annum), although the former is the more difficult and responsible post. The Commission was no doubt guided by the recommendations originally made by the Master Attendant himself, which was that these two officers be given rates consolidating their present substantive salary (Rs. 750 and Rs. 996 respectively) and temporary increase in each case. ever, of the relative importance of the two posts as now pointed out, I recommend In view, how- that the Head Lightkeeper, Colombo, be given the same salary as that proposed for the Galle Lighthouse Keeper-viz., Ra. 1,350 per annum; but that the salary of the latter be reconsidered, with a view to reduction on the occurrence of a vacancy.

92.

Harbour Engineer's Department, Mechanical Superintendent.

The present maximum salary of this officer (£700) being the same as that of the Assistant Engineers, I recommend that his new maximum be also the same as that proposed for the Assistant Engineers-viz., £1,050, instead of £1,000 as proposed by the Commission. His scale should be £700-30 and one of 50-1,050.
