Clerks.

93. I have dealt with these officers in connexion with the Clerical Services generally ride paragraph 35. The scales as there recommended would be:---

Pensionable Staff.

Class I.-(no posts at present) Rs. 2,880-180-3,600.

Class II.-Rs. 600 (8 of 90, 12 of 120)-2,760 (Efficiency Bars before Rs. 1,440 and 2,160

Non-pensionable Staff.

Rs. 480-90-1,380 (Efficiency Bar before Rs. 1,020).

Chief Timekeeper.

94. This officer being at present in Class II of the Departmental scheme, he should be placed on the new scale for that class-viz., Rs. 600 (8 of 90, 12 of 120)- 2,760 (Efficiency Bars before Rs. 1,440 and Rs. 2,160).

Storekeeper.

95. This post was originally included in Class II of the Departmental Scheme, but the position having subsequently been reduced in importance, the present storekeeper was appointed on a reduced scale of Rs. 1,200-60-1,500. His duties and responsibilities have, however, since been so considerably increased that the Chair- man, Colombo Port Commission, recommended in December, 1920, that this officer be placed in Class I of the Departmental Scheme on a salary equivalent to that of Class I of the Customs Clerical Service, and the matter was held over pending consideration by the Salaries Commission. The Commission has proposed for this officer a salary of Rs. 1,740-75-2,340, presumably on the basis of his present scale of Rs. 1,200-60-1,500. In all the circumstances, I consider that he should be placed on a salary equivalent to that proposed for Class II of the Departmental Scheme, viz., Rs. 600 (8 of 90, 12 of 120)-2,760 (Efficiency Bars before Rs. 1,440 and Rs. 2,180).

Draughtsmen.

96. The present scales of the first two grades, viz., Rs. 1,860-120-2,700 and Rs. 600-120-1,740 respectively, are the same as those of Classes I and II of the Public Works Department Draughtsmen, but the new scale proposed by the Com- mission for Class I in the Public Works Department is Rs. 3,000-120-4,080, against Rs. 3.000-120-3,720 for Class I in the Harbour Engineer's Department. The differentiation seems hardly justified, and I therefore recommend that the scale proposed for Class I of the Public Works Department Draughtsmen be adopted for the first grade of the Harbour Engineer's Draughtsmen also. The scale proposed by the Commission for Class II is the same in both cases, but in consequence of the alteration which I have proposed in the scale for Class II of the Clerical Service, it is necessary to alter the scale of Class II Draughtsmen to the same figures, viz., Rs. 900-120-2,820. with halts of two years each on Rs. 1,500 and Rs. 2,100 and Efficiency Bars before Rs. 1,620 and Rs. 2,220.

Surveyors.

97. The case of the Surveyor for whom the Commission propose a scale of Rs. 3,000-120-3,720 is on the same lines as that of the first grade Draughtsmen referred to in the preceding paragraph, and I recommend that, in this case also, the proposed scale be altered to Rs. 3,000-120-4,080. The Junior Surveyor, for whom the Commission propose a scale of Rs. 900-100-1.800, is at present on a scale of Rs. 600-60-720-840-120-1,200 (5 years halt)-1,280-120-1,740, not Rs. 600-80 and 120- 1,740, as shown in the Estimates, upon which the Commission based their scale, and he should therefore be placed on a scale of Rs. 900-120-2,820 with halts of 2 years on Rs. 1,500 and Rs. 2.100 each, and Efficiency Bars before Rs. 1,620 and Rs. 2,220, as proposed by me in similar cases.

Head 18: Ports other than Colombo.

98. I concur in the proposals under this head, subject to my suggestion in paragraph 91 that the salary of the Lighthouse Keeper, Galle, should be recon- sidered on the occurrence of a vacancy,

Head 19: Legal. Supreme Court. Shorthand-writers.

99. The full scale at present sanctioned for these officers is Rs. 720-60-1,080, and, after 3 years' halt on Rs. 1,080, Rs. 1,140-60-1,500. (Vide Sessional Paper XXXV of 1912, page 160.) The latter portion of this scale not having been shown in the Estimates, owing to none of the present shorthand-writers having risen to that part of the scale, the Commission have not proposed a corresponding new scale. Taking this fact into consideration, I would suggest that the full new scale be Rs. 1,140-60-1,560--Efficiency Bar-and Rs. 1,600-100-2,200.

Two Marshals, Two Court Sergeants, Sword Bearer and Mace Bearer. 100. The Commission has proposed separate rates for these officers, based on the disparity between the existing rates. The Registrar, however, asserts that they all perform exactly similar duties, and therefore recommends that they be paid the same rate of salary, viz., Rs. 720. The amount involved is small, and I recommend that the Registrar's proposal be approved.

Attorney-General's Department: Crown Counsel.

101. I observe that although it is stated in the body of the report (vide para- graph 182) that the Commission considers that the salary of Crown Counsel should rise from £500 to £1,000 by annual increments of £40, only 2 of the 7 Counsel have been assigned a scale of £800-40-1,000, the other 5 being entered at £580-40-800. view of the type of officer it is desired to recruit for these posts, and pending con- sideration of a proposal which the Attorney-General has made for the creation of a new post of Senior Crown Counsel. I would suggest that the terms of paragraph 182 be adhered to, and all the Crown Counsel placed on the scale of £560-40-1,000 (Efficiency Bar before £840).

District Courts: Shorthand-writers, District Court, Colombo. 102. Their case is the same as that of the Supreme Court Shorthand-writers (vide paragraph 99 supra) and therefore their scale should be

Rs. 1,140-60-1,560-Efficiency Bar-and Rs. 1,800-100-2,200. Registrar-General's Department.

103. I would endorse the proposals of the Commission for this Department except in regard to the following posts:-

Assistant Registrar-General.

104. This officer is a supernumerary member of Class V of the Ceylon Civil Service, but is at present on a special salary of £300-25-500. The maximum salary is that of Class IV, Ceylon Civil Service. Provision has been made for this post by the Commission under Class V, Ceylon Civil Service. The salary for that class is £420-30-600. The maximum salary of Class IV on the Commission's scale is £700. I would recommend that a salary of £420-(30, 1 of 40)-700 be adopted for this post. Second and Third Assistant Registrar-Generals.

105. These posts are at present held by officers of the General Clerical Service. Owing to the great increase in work due to the development of this Department since the last revision of salaries it has been found necessary to assign duties to the second and third Assistant-Registrars, which have entirely altered the nature of the posts held by them. They are now more in the nature of Minor Staff Posts. I would accordingly recommend that they be taken out of the Clerical Service, and salaries of Rs. 5,500 and Rs. 4,500 be assigned to them respectively.

Head 20: Police.

106. There are only two points in respect of which the Commission's proposals appear to me to require revision.

European Sergeants (Old Force).

107. The Commission have made no recommendation for these sergeants. They were recruited under the old scheme, and are at present on a special rate of pay, which, inclusive of temporary increase, amounts to Rs. 1,820. that they be granted a fixed rate of Rs. 1,920.
