of their office should comprise taking classes at the Technical Institute, or other Government educational establishment, without extra remuneration; and our recom- mendations as to increased salaries are based on this assumption. The compara- tively short hours of work, and the long period of vacations enjoyed by these officers, are quite without parallel in any other branch of the service.
16. We are of opinion that the duties devolving on the Director of Public Works will be of vastly increasing importance in the future development of the Colony, and we recommend that in any prospective appointment to that office the salary should be commensurate with the qualifications of a highly skilled officer.

We consider in the interests of the public health of the Colony that the Principal Civil Medical Officer should, apart from his academic qualifications, be endowed with initiative and administrative capacity, and to ensure such a desidera- tum it would be essential to substantially augment the emoluments of the office.

We desire to recommend that officers who are concerned with the audit or the expenditure of public moneys should be certificated Chartered Accountants; and are of opinion that the following positions should be held by certificated Chartered Accountants :-
The Auditor and Assistant Auditors.
The Cashier in the Treasury.
The Superintendent of Accounts in the Public Works Department.
19. In relation to the evidence before us bearing on the claims of the officers of the Royal Observatory, we take the liberty of representing that in the interests of shipping it is desirable to affiliate the Royal Observatory with the Harbour Department and that the former be placed under the supervision of the Harbour Master, who is responsible for the control of shipping in the Port.
20. In the course of the inquiry it was represented that with a view of securing efficiency in the service promotions should be made on a report of a Board of Discipline. Whilst we are aware that machinery exists for removal of an officer on grounds of general inefficiency. we consider sore system which would secure either that promotion should ensue, or an increment be obtainable, only on the cer- tificate of a Head of Department, is worthy of the consideration of the Government. 21. We recommend that our proposals as to emoluments should take effect from 1st January, 1919.
22. We desire to express our entire appreciation of the services rendered to the Commission by the Secretary. Mr. Bullock. His energy and resource have been of great service in the solution of the task which we have endeavoured to accomplish.
