It is considered desirable in view of the lack of posts to which Overseers, Public Works Department, and Sanitary Inspectors can be promoted, that a senior grade should be instituted. It is therefore recommended that four posts for senior Over- seers in the Public Works Department and two posts for senior Sanitary Inspectors should be made. These have been included below.
In the case of Revenue Officers, a second class has been provided. New appoint- ments to be made in this class. The number of posts in the 1st and 2nd classes to be made equal as opportunity offers.
