Reports disturbances between Bud-

dhista and Mohammedans Kandy, and that he has appointed Mr. G. W. Woodhouse to hold a judicial inquiry into the matter.

Reports further he does not attach any political significance to the out- break, which, with the exception of the Colombo crowd, is now well in hand.

States his views on the decision of H.M. Government to withdraw 200 Punjabis from Ceylon for service in France.

Forwards further reports from riotous

areas.

Forwards copy of Proclamation of 17th June, subjecting Uva and the North- Central Province to martial law, and copy of a further communica- tion from the Officer Commanding the Troops reporting on the military outlook; calls attention to the ser- vices rendered by Brigadier-General H. Malcolm.

States that an accused in a case of treason has applied for a writ of prohibition on the ground that he is not on active service; and asks for an explanation of the grounds on which the opinion in No. 2 was given.

States, in reply to No 16, that the question is receiving consideration in consultation with the War Office, and that an adjournment for a week should be obtained if possible.

States, with reference to Nos. 16 and 17, that the writ of prohibition has been dismissed by the Supreme Court; the trial is proceeding and courts martial are being held as usual: suggests prompt issue of an Order in Council validating action of military authorities and courts since the declaration of martial law.

Observes, in reply to No. 18, that it is usual to validate martial law by local legislation, but if this is impos- sible an Order in Council will be issued; requests ten days' notice of withdrawal of martial law and sub- stance of the operative parts of the Order he wishes to be issued.

States, in reply to No. 19, that the substance of the proposed provisions of the Order in Council will be tele. graphed in due course; and requeste assurance that there is no objection to the continuance of trials accordance with procedure approved in No. 2.

Transmita sopies of Nos. 16, 18, 19, and 20, and proposes to inform the Governor that the trials may be allowed to proceed; states views of the Colonial Office on points raised in No. 16.
