Concurs in the reluctance of the Secretary of State to recommend the reduction of the weight of the dollar, but suggests that, as local opinion cannot lightly be disregarded, the Governor should be asked whether the possibility of objection to a dollar reduced in weight by one-fourth has been fully con- sidered.

November 22 Approves of their postponing the manu- facture of $5 notes in favour of $1 notes until they receive instructions to the contrary from the Governor. Telegram November 22 Observes, in reply to Nos. 166 and 168, that the Secretary of State and Treasury are prepared to defer to local opinion, provided he is satisfied that there will be no serious difficulty in native acceptance of dollars reduced in weight; Treasury point out that if weight of dollar is reduced, present fineness raight safely be retained, and this would facilitate production.
