boat destroyer "Burni" were suffering from the climate of this place, I caused them to be medically examined, with the result that officers of the Royal Army Medical Corps certified that the health of the men whose names are given in the margin would benefit by their being removed from the tropics. As this was not the case of officers, whose parole is by custom accepted when they are conditionally released from military confinement, I thought it advisable to see the Japanese Consul before taking action on the medical report, This gentleman communicated with his Government, and informed me that they had no objection to the men being sent back to Russia on giving their parole not to serve against Japan during the continuance of the present war. I have accordingly approved of the Russian Consul arranging to return the men to Europe under this condition, and they are leaving on Wednesday, the 21st instant, by the North German Lloyd steamer due to sail on that day.

Government House, Hong Kong, May 5, 1905. I HAVE the honour to inform you that on the receipt of your telegram of the 29th ultimo concerning the state of health of 2nd Lieutenant Pini, now command: ing the Russian sailors interned in this Colony, I caused the officer in question to be modically examined, with the result that his medical adviser, Dr. A. Rennie, a leading local practitioner, copy of whose report is enclosed, recommended that 2nd Lieutenant Pini should be granted leave to proceed to Europe.

2. I thereupon sent you my telegram of the 5th instant, t in which I intimated. that similar steps would be taken to release 2nd Lieutenant Pini on parole as in the case of Lieutenant Tyrkoff.

3. I have now to transmit 2nd Lieutenant Pini's written parole, with transla- tion thereof, and to report that the officer will leave for Europe in the North German Lloyd s.s." Preussen," due to sail from here on the 10th instant.

I hereby certify that Lieutenant Nicholas Pini is suffering from anaemia and neuralgia. This condition is of climatic origin and does not improve; a prolonged stay in the East will, in my opinion, aggravate the condition, and I therefore advise that Lieutenant Pini be granted' leave to proceed to Europe.

'Government House, Hong Kong, June 23, 1905. REFERRING to your despatch, No. 17, of the 27th January,* and to your confidential despatch of the 12th April,t on the subject of hospital stoppages in the case of the crew of the former Russian torpedo-boat destroyer "Burni," I have the honour to call your attention to paragraph 5 (d) of Major-General Hatton's letter of the 10th March, which formed enclosure 1 of my confidential despatch of the 18th of that month, from which you will have observed that on the application of Lieutenant Pini, I.R.N., sick Russian sailors have been sent to the Civil instead of to the Military Hospital. Their expenses in the Government Civil Hospital are defrayed by the Senior Russian Officer from funds he has available for the purpose, and it is proposed to continue this system, which obviates the necessity for including any sum for hospital expenses in the account to be ultimately presented to the Russian Government, and is otherwise convenient,

WITH reference to your letter of the 1st of April last,§ I am directed by Mr. Secretary Lyttelton to transmit to you, for the information of the Marquess of Lansdowne, the accompanying copy of a despatch from the Governor of Hong Kong with regard to the hospital treatment of members of the crew of the Russian destroyer "Burni "interned in that Colony.

A copy of the letter from Major-General Hatton referred to in this despatch accompanied the letter from this Department of the 29th of April last.¶
