Government House, Hong Kong, July 27, 1905. REFERRING to my despatch, No. 159 of the 16th ultimo,* I have the honour to inform you that Michael Dityatieff, one of the crew of the former Russian torpedo boat destroyer "Burni," having been certified to be suffering from severe malaria, I permitted him to proceed to Europe by the s.s. "Sachsen," which left this port on the 20th instant.
2. Sub-Lieutenant Skrydloff, of the Imperial Russian Navy, has given his parole on behalf of Dityatieff that the latter will not take part in warlike operations against Japan during the continuance of the present war.

what answer should be returned to the enquiry of the Governor of Hong Kong whether arrangements might be made for the immediate return to Russia of the sailors of the Russian torpedo boat "Burni" who are interned in that Colony, I am directed by the Marquess of Lansdowne to state, for the confidential information of Mr. Secretary Lyttelton, that the Japanese Government is unable to consent to their return until after the ratification of the treaty of peace between Japan and Russia, which should take place not later than 50 days after its signature, i.e., October 25th next. accordingly to suggest that the matter should stand over for the present.

Government House, Hong Kong, August 21, 1905. REFERRING to my despatches, No. 159, of the 16th June, and No. 194, of the 27th July last, I have the honour to inform you that Ushkoff and Kazachkoff, two of the crew of the former Russian torpedo boat destroyer "Burni," have been per- mitted by me to return to Europe by the s.s. "Prinz Heinrich," which sailed on the 19th instant.
2. The former of these two men has been certified by a board under the Presi- dency of the Principal Medical Officer to be suffering from marked anaemia and debility. With regard to the latter, who terminated his service in the Russian Naval Reserve on the 1st January, 1905, I addressed the Consul for Japan, who stated that his Government had no objection to the repatriation which had been asked for by the Russian Consul, subject to parole being given.
3. Sub-Lieutenant A. A. Skrydloff, of the Imperial Russian Navy, has given his parole on behalf of both Ushkoff and Kazachkoff that neither will take part in warlike action against Japan during the continuance of the present war either in the active fleet or in the active army.
