Your confidential despatch of 12th January* and your telegram of 6th February. I cannot sanction further railway loan on information before me. See my despatch of 8th February, confidential. You should consider some cheaper scheme for assisting planters in areas where difficulty apprehended in transport of canes by road, possibly utilizing some of automobiles which new railways will apparently render available.

I HAVE the honour to acknowledge the receipt of your despatch, No. 254, of

the 3rd November, 1903, § conveying His Majesty's approval of Ordinance No. 19 of 1903, to authorise the raising of a loan of £40,000 to meet the cost of the Black River Railway Extension.

2. With reference to the 2nd paragraph of your despatch, I informed my despatch, No. 494, of the 30th ultimo, that the question, when it will be neces- sary to raise the loans to meet the cost of the Black River Railway Extension and for reafforestation purposes, and whether the Crown Agents may begin to draw on the Colony to meet current expenditure pending the raising of the loans, was engaging the attention of the financial officers. I have since received their report, a copy of which I enclose.

3. I laid the matter before the Executive Council at a meeting held on the 8th instant, when the Council were of opinion, in which I fully concur, that the following loans :-

(a) Black River Railway, £40,000;

(b) Drainage, £23,500;

(c) Mare-aux-Vacoas, £17,000;

(d) Re-afforestation, £110,000;

as also the loan contemplated for the extension of the branch lines of railways and

the increase of the rolling-stock should be raised at the same time, as more advan- tageous terms may be obtained for the Colony.

4. The other railway schemes which have been recommended by the Council

of Government, subject to your approval, are the following:-

On the North line:-
