3. The gross yearly revenue expected to be derived from the tramway is roughly calculated at Rs. 40,000, and the working expenses at Rs. 20,000, leaving Rs. 20,000 or 20 per cent. as estimated net annual revenue.

In continuance of my report A/344, on M.P. D/125/03, and in compliance with His Excellency the Governor's instructions, I beg to give the following detailed estimate of the sums spent and to be spent under each head-permanent way materials and rolling stock-for the Port Louis Tramway.

Permanent Way Materials.

(a) Rails locally purchased (about a mile and a half). Old railway sleepers cut into four, fish plates, made locally, fish bolts, bought locally, spikes, made locally, about

IN continuation of my despatch, No. 248, of the 8th ultimo,* I have the honour to transmit a plant of the proposed line of light railway for the transport of planters' canes in the district of Savanne, together with a report by the Surveyor-General showing an estimated expenditure of Rs. 120,000, being Rs. 20,000 in excess of the original estimate, and a further report showing in detail the items constituting the estimates for permanent way materials and rolling stock respectively. As in the case of the Port Louis Tramway lines, on which I have reported in my despatch, No. 299, of even date, it was necessary to obtain such plant and rolling stock as could be obtained with the briefest delay.

2. I visited the district to be served by this line on the 3rd instant, and was met by a very large body of the small proprietors, who expressed their gratitude for the measures being taken, and at the same time their hope that the work might be extended a little further so as to reach a considerable area of canes at some distance from the proposed terminus.

3. I was much struck by the vast area of land brought under cultivation by the small proprietors, mostly Indian immigrants, and was able to realise the vital importance to them of the light railway system. It is possible that a slight further increase of expenditure may still be necessary, but there will be no difficulty in meeting this out of the estimated surplus of revenue over expenditure reported in my despatch, No. 246, of the 8th ultimo§ transmitting the estimates for the year 1903-04.

July 28, 1903. Plan herewith. As regards the estimate of Rs. 120,000 it is arrived at as follows:-The Riviere du Poste-Bois Cheri Line-has four miles. At Pont Colville the line branches off to Nouvelle France. (The two lines together have a length of seven miles. The 75 centimetres gauge has been adopted.) The estimate is, there- fore:-

2. The increase in the estimate is due, in the first place, to a change in the original scheme, which contemplated steep gradients of 1 in 20. That had to be ultimately altered. The gradients being made easier, the line had to be made longer, and the earthworks heavier. Now, the rolling stock had to be increased on account
