Finally, the rolling stock had to be made more substantial in view of Mr. Gleadow's scheme for the working of part of the Kanaka forest. It is anticipated that a heavy timber traffic will have to be made by the line in course of construction.

the Mechanical Transport Loan Ordinances, 1902 and 1903, I have the honour to inform you that my proposal to raise £110,000 at once was based on the terms of Article 5 of the Ordinance 34 of 1902, which limits the authority to borrow, in anticipation of the raising of any portion of the loan, to half of the whole sum to be raised. Otherwise the proposal of the Crown Agents seemed to be to the advantage of the Colony, as they were informed by telegraphic despatch of the 9th July.
2. I am not yet able to state the exact amount of the sum required for reasons that I have communicated to you.
