Downing Street, January 31, 1903. WITH reference to your letter of the 22nd of September,* I am directed to transmit to you copies of two Ordinances passed in the Colony, entitled, shortly, the Mechanical Transport Loan Ordinance, 1902, and the Mechanical Transport Loan (Amendment) Ordinance, 1902.

I am to authorize you to raise a sum, not exceeding £70,000, under the provisions of these Ordinances when necessary for the requirements of the Government of Mauritius, and I am to request (with reference to paragraph of 22nd of September*) that in the prospectus, debenture bonds, &c., you will insert your letter of the a statement that the present loan will rank after the Hurricane loan raised under the provisions of Ordinances Nos. 4 and 12 of 1892.

The Governor has been requested by telegram to obtain the amendment of Ordinance No. 34, enclosed, by substituting for the last five words of Section 4 (1) the words "by advertisement in the Times newspaper in England."

SIR,

I HAVE the honour to acknowledge the receipt of your despatches, No. 447, of the 12th of December, and No. 466, of the 27th of December, and to inform you that His Majesty will not be advised to exercise his power of disallowance with regard to Ordinance No. 43 of 1992 (a copy of which accompanied the latter despatch), entitled "An Ordinance to raise money for the purpose of making temporary advances to owners of sugar estates and Bailleurs de Fonds.""

2. The Lords Commissioners of the Treasury and the Secretary of State for War have agreed to the provision, in Section 11 (3) of the Ordinance, exempting debt charges paid in to revenue by the planters, &c., under this Ordinance, from the total revenue on which military contribution is paid.

3. I would refer you to the last paragraph of my despatch, No. 31, of the 31st ultimo, as to the priority of the Hurricane Loan over the loan to be raised under the present Ordinance.

4. I have authorized the Crown Agents to raise a sum, not exceeding £200,000, on debentures or bills, in accordance with the provisions of the Ordinance. I understand from them that they are unable to issue the debentures without know- ing what amount is to be repayable in 1904, and what amount in 1905, and I have accordingly requested information on this point in my telegram of the 30th ultimo.§

I AM directed by the Lords Commissioners of His Majesty's Treasury to

Treasury Chambers, February 3, 1903. acknowledge the receipt of Mr. Cox's letter of the 30th ultimo (3400/1903), † stating that, in view of the present crisis in the sugar industry in Mauritius, it has been found necessary to make provision for raising a further loan not exceeding £200,000, in order to make temporary advances to planters, repayable in 1904 and 1905, and asking their sanction to the insertion of a clause in the Loan Ordinance exempting the debt charges paid into revenue by the planters as a re-imbursement from the total revenue on which military contribution is paid.

In reply, I am to request you to inform the Secretary of State for the Colonies that, subject to the concurrence of the Secretary of State for War, my Lords have no objection to offer to the proposed arrangement.
