secure next harvest is urgently required. It is estimated £150,000 in excess of £70,000 sanctioned will be required to cover applications for advances, and I cannot too strongly urge that this amount be authorised as maximum, subject to my being satisfied as to the sufficiency of the security offered in each case, having regard to advances made under Hurricane Loan Ordinance, 1892, and Ordinance 43 of 1902, as well as Ordinance 34. Require immediate reply, so that orders may be given in time for next harvest.

Referring to Article No. 10, it is proposed to repeal limitation (of or for) six months, and provide that no further applications shall be received after date of coming into force of amending Ordinance.

WITH reference to the letter from this Office of the 29th ultimo, § on the subject of the Mauritius Sugar Estates (Advances in Aid) Ordinance, 1902, I am directed to infom you that a telegramt was addressed to the Governor enquiring what portion of the debentures to be issued under the Ordinance should be repayable in 1904 and what portion in 1905, and that the Governor has now replied to this enquiry in a telegram of which a copy is enclosed.

I am to request that of the debentures to be issued an amount of £101,200 may be made repayable in 1904, and the remaining amount, £98,800 made repayable in 1905. The precise date in each year on which the debentures will be repaid is left to your discretion, but it will, of course, be on a date subsequent to the 30th of June, on which date advances are to be repaid in the Colony.
