Police Office, Kurunegala, January 16, 1804. WITH reference to the fourth paragraph of your circular latter of 18.12.98. I have the honour to inform you that I have not been able to procure information of any real value. Opinion very much differs on the subject. Most people no doubt condemn the use of opium, and there can be no doubt that classes have recently been taking to it who were formerly strangers to the practice.
The returns called for by your letter under reply are herewith sent.

OPTUM AND Bhang.
Colombo, January 20, 1884. ~ I HAVE the honour to forward each of the inspectors' opinion in whose divisione the four licensed opium dans are.
The Ordinance 9 of 1869 clearly lays down that opium and bhang must be sold by license. The law is, I believe, carefully carried out with regard to opium, but bhang is nos sold, for she reason bhang is a mixture of opium and ganja, which plant is grown everywhere. I have some growing within a few yards of this office, and the man who wants bhang can mix his own, by buying or otherwise obtaining the ganja leaves, and buying opium from the licensed seller. There is, however, reason to believe that bhang, mixed and ready for use, is sold at some of the siger boutiques. This, of oourne, in illegal.
This sale of opium, I cannot but think, is a very small evil. Of course, it is in some onses carried to excess, and becomes a vion; but a great many of the 888 people on the return must have bought the drug for medical purposes, and there can be no question that it has considerable virtue to those who are suffering from many diseases sad pains.
