Badulla Kachcheri, January 15, 1894. WITH reference to your letter of the 18th ultimo, I have the honour to forward the Forms “A.” and “B." annexed to your letter, filled in with information respecting the consumption of opium in the town of Badulla.
2. It appears that no women or children consume opium or bhang, and outside the limits of Badulla the consumption of opium is nominal, and confined to a few residents in the villages of Haputale, Koslanda, and Haldumulla.
3. The report of the Assistant Superintendent of Police is annexed, together with copies "O." and "D." of statements made by the licensed dealers in opium and bhang. From these statements, it would seem that there is no consumption of bhang in Badulla, and from other sources I learn that no bhang is used in other parts of the province.

by the only licensed opium and "ganja" shopkeeper in Badulla.
He further states that there is no sale of "ganja” in the town, and that therefore he cannot fill in the Form " B.," herewith returned. The man at present selling opium at Badulla only obtained a license to do so on the 1st instant. I therefore annex state- menta “* C.” and “D." of two men who have for many years, up to 81st December last, sold opium in Badulla. According to their statements, there are few habitual con- sumers of opium. The people who so use the drug do not consume it in such quantities as to have an injurious effect upon them, and classes formerly not accustomed to use opium are not now beginning to use it.
In reply to a copy of the Inspector-General's letter circulated to the Ratemahatmayas, they have all replied (with the exception of three whose attention has been repeatedly invited) that there is no sale of the drug in their respective divisions. Their reports are annexed.

I, the undersigned, have for the last 30 years sold opium in Badulla.
I do not consider that of recent years the people have begun to make use of opium more than formerly, or that classes not formerly given to its use are now in the habit of using it. I do not consider that the use of opium appears to have, or be taken in such quantity as to have, an injurious effect on the people using. There are few habitual consumers of opium in Badulla.
I do not keep any account with my eustomers, therefore I am unable to give any
