February 11, 1887. REFERRING to my despatch of the 17th of January* enclosing a petition from certain lawyers, landowners, &c. containing serious reflections on Sir Hercules Robinson and myself, I have the honour to state, for your information, that this petition is signed by several members of the Catholic Union and other gentlemen, who hold rather extreme views on the subject of their religion. With regard to the statements they have made about myself, I may state that it has been the custom in Mauritius for many years past for the Governor or Officer Commanding the Troops to preside at the annual meeting of the British and Foreign Bible Society, and it has always been understood that it has not been, neither is intended to, thereby express on the part of the officers presiding any political or religious bias. I may add that from my arrival in the Island, now five years since, I have as a rule carefully avoided taking any prominent part in discussions, either political or religious.

The petitioners state that I have favoured the Protestants at the expense of the Catholics in selecting the members for the Council of Education; this I cannot admit to be fact. Divided as this small community is into so many parties and sections and it being borne in mind that the large proportion of the inhabitants are non- Christians and wholly uneducated, the selection of a real representative board is a matter of great difficulty. I devoted to it considerable care and thought, and can confidently say that the gentlemen selected this year, were selected as far as possible on the principles laid down by Lord Granville in the third paragraph of his despatch of the 7th of July last, and so as to represent fairly all parties, but not exclusively from a religious point of view, although, as will be seen by the printed list enclosed, the Roman Catholics are still in a majority.
