Pears' letter dated the 17th November 1875, No. 2150, I am directed by the Secretary of State for India in Council to forward a statement with vouchers, of disbursements made in Bengal during the month of December 1875, on account of the expedition to Perak showing the sum of rupees 123,671 3 0, or twelve thousand pounde sixteen shillings and six pence (12,000l. 16s. 6d.) sterling, at the exchange of 1s. 10дd. the rupee, to be due to Indian revenues, and I am further directed to request that you will cause this sum to be placed to the credit of the Secretary of State in Council of India, at the Bank of England.

In reply to Mr. Malcolm's letter of the 10th instant, 1 am directed by Mr. Secretary Hardy to acquaint you for the information of the Earl of Carnarvon that the General Officer Commanding in China has been instructed that in the event of any portion of the 80th Regiment being withdrawn from the Straits Settlements and sent to the Mauritius, Lieutenant Swinburne, superintendent of the new police force in Perak, is to remain with that portion of the regiment remaining in the Settlements.

In reply, I am to request that you will inform Mr. Secretary Hardy that his Lord- ship regrets the delay which has inevitably occurred in dealing with the subject, and that this department is still not in possession of information sufficiently definite to enaole Lord Carnarvon to make any final proposal for the adjustment of the expenditure in question.

3. I am to enclose a copy of a despatch from Sir W. Jervois, showing that the sum expended out of the Colonial Treasury up to the 30th June amounted to $311,331, and that a further sum of about $48,200 has been expended from the Treasuries of the native states and charged to the account of the operations.

4. Lord Carnarvon has not at present received from the India Office any accounts of any expenditure that may have been incurred by the authority of the officers of that Government in connexion with the transport of troops to and from India, and their maintenance while employed in the Malay Peninsula.

5. These accounts have been asked for, and Lord Carnarvon would be obliged if Mr. Secretary Hardy would cause to be prepared a detailed statement of all expenditure incurred by officers of the Imperial Government in connexion with this service, which cannot be considered as chargeable to ordinary army votes.

6. When Lord Carnarvon has all the accounts before him, he will be in a position to judge what portion of the total expenditure should be provided from the Colonial Treasury or the funds of the Native States; and he will then endeavour to propose some broad principle on the basis of which the total outlay should be distributed; but at present he can only repeat the opinion previously expressed, that the Imperial Exchequer should only be charged with such share of the expenses of the operations as cannot properly be provided for from other sources, with due regard to the interests of the Colony and the Native States.

I AM directed by the Earl of Carnarvon to acknowledge the receipt of your letter of the 10th instant,† respecting the provision of further funds to meet the liabilities of the Straits Settlements Government in this country.

2. In reply, I am to authorise you to incur further advances to such extent as may be required before the end of the current year, not exceeding in the aggregate 20,0007.

3. With reference to the concluding paragraph of your letter, I am to state that Lord Carnarvon has recently addressed a despatch, of which a copy is enclosed, to the Governor of the Straits Settlements, respecting the proposed issue of a loan on the London market to cover the liabilities now in question, the cost of certain public works in contemplation, and also the proposed outlay not exceeding 25,000l. on the organi- sation of a police force for Perak, up to which last sum the local Government have received authority to draw upon you.

4. As soon as a reply shall have been received to this despatch a further communi- cation shall be addressed to you with respect to the adjustment of these temporary advances.

Government House, Singapore, October 8, 1876. In reply to your Lordship's despatch, No. 197, of the 25th August,† I have, the honour to state that the rule is already well understood that in any case where the Rajah or Sultan of a native state leaves the selection of an officer for any post to the Resident, that selection is only made after previous reference to this Government.

Such a reference was made in the case of Mr. Bruce, who was indeed already in the service of this Government as an inspector of police, and bore a high character in that force.
