CROWN AGENTS to COLONIAL OFFICE.

Downing Street, London, November 10, 1876. REFERRING to former correspondence on the subject of procuring funds to meet the liabilities of the Government of the Straits Settlements incurred in this country, I have the honour to inform you, for the information of the Earl of Carnarvon, that the 60,000%. which the Crown Agents were authorised to borrow by Mr. Meade's letter of the 28th September last, has already been expended, the account of the colony with this agency is now overdrawn to the extent of 5,2004., and it is estimated that 6,0001. more will be required to meet payments falling due before the 31st December next, irrespec- tive of exceptional demands, such as those likely to arise out of the waterworks construction, &c., the extent of which cannot be measured in this country.

Under these circumstances, it is suggested that the Crown Agents should be autho- rised to obtain further advances on Straits Settlements account, to such extent as they may require to the end of the current year, not exceeding in the aggregate 20,000l.

In the absence of all information as to when, and how, these debts are to be repaid, the Crown Agents are unable to fix any limit as to the time during which the proposed borrowing power should continue in force; but if, as they understand, the money is eventually to be voted by the Imperial Parliament, it might be as well either to avoid all allusion to time, in granting the authority, or to fix a date corresponding with the probable termination of the next session.

WITH reference to the letter from this office of the 24th June last,† relative to the expenditure from Indian revenues on account of the Perak Expedition, I am directed by the Secretary of State for India in Council to forward herewith, for the information of the Earl of Carnarvon, copy of a letter which has this day been sent to the Secretary of Her Majesty's Treasury, requesting repayment of the sum of twelve thousand pounds sixteen shillings and six pence (12,000/. 16#. 6d.) expended in Bengal on account of the Expedition in December 1875.
