As regards economic and commercial relations, every opportunity should be taken to bring out the following points:
(i) Self-help is the essential basis of all schemes for raising standards of living
and of administration.
(ii) Self-help should be supplemented by
regional schemes whereby mutual help can
be organised.
(iii) Self-help and regional cooperation are
pre-conditions for effective outside
assistance.
