In publicising basic democratic principles in
general the following should be stressed:

(1) The safeguards provided by democracy for
individuals (freedom of speech, protection from arbitrary arrests, etc.) and the tolerance for political minorities.
(ii) The means by which democracy provides for
control of the Government by the people. (iii) The degree of social progress which can be
achieved by democratic methods.
(iv) The protection which democratic principles
give to the religions, culture and traditions
of the different countries.
Our information services should lay stress on any material which demonstrates that international cooperation is compatible with national sovereignty, and is in fact the only way in which peace and the national independence of small nations can be preserved.
