In publicising British overseas policy, the

following aspects should be stressed:

(i) British respect for genuine nationalist

aspirations as demonstrated in our post-

war policy in Asia.

(ii) The declared aim of British Colonial policy

to prepare the Colonial peoples for self-

government.

(iii) British consideration of Asian interests in

international affairs.

(iv) The growing power of the British contribution

to the preservation of peace through the

United Nations, and our faith in the effective-

ness of the organisation. In this area,

publicity should concentrate on the United

Nations, citing where appropriate such

examples as the North Atlantic Treaty

Organisation and the West European Regional

Groups to illustrate the fact that cooperation

is the key to maintenance of peace and security. (v) British support for and initiative in

cooperative arrangements for raising living

standards in Asia.

(vi) Colonial development and welfare with parti-

cular emphasis on the part played by Colonial

subjects themselves and on training for

self-government.

(vii) The development of Commonwealth Relations with

particular stress on the part played by Asian

members.

British domestic policy and institutions should be

publicised in such a way as to present a picture of an effective democracy, combining freedom with a progressive

/social policy.....
