particular, we do not like the present activities of the U.S.I.S. in Hong Kong and in this connexion perhaps you would refer to Jeffries' letter to Ashley Clarke No.96575/33/50 of the 16th November. The Governor has sent us clear evidence that the Americans want to use the U.S.I.S. for overt and covert propaganda to China (which is, of course, most undesirable) and we trust that the U.S.I.5. is not also concerned in this present matter. Even if it is not involved in the press-reading arrangements, we feel strongly that we should not be making use of the U.S. Consulate-General for this service, and I hope that you will be able to reassure us on this point as soon as possible.
