wil you please refer to your tel. No. 1221 to Singa ore, dated the 25th Cotuber, about reports of the Chinese Press from the American Consulate General in Hong Kong. йs were sorewhat disturbed to see this telegram and should be grateful to know what it is all about which section of the Consulate-General is concerned with the production of these reports, how often they appear etc.

e are the more interestou since you will remember that Blackburne wrote to you on the 7th June saying that we were glad to see that the idea of a joint Anglo-American organisation had been "dropped for the present" (vide your letter PR. 11/34 of the 23rd May, paragraph 3). From the telegram to which I refer it would appear that some sort of joint organisation is in fact flourishing and if this is the case we are surprised t at we were mot consulted before it was set up.

You are no doubt aware that the general activities of the United States Consulate-General in Hong Kong are causing the Governor and ourselves considerable misgivings, about which we have already written to your Far Eastern Department.
