I enclose a copy of a condensed translation of an interesting article entitled "On Public Education in Free China", by the Deputy Minister of Education of the R.S.F.S.R., in case you should wish to let Crozier in Hong Kong have this evidence.
2. We have sent copies of the article to Rayner in Singapore, and to our Information Officers at Bangkok, Djakarta, Rangoon, Saigon and Tokyo.
