Dear Murray,
Thank you for your confidential letter No.FC 1741/3 of the 25th April and for letting me have a condensed translation of the article "On Public Education in Free China", As Watson may have told you, I have suggested that it would be better for material, of this kind to be furnished to Crozier in Hong Kong through the Representative of the Regional Information Office. I confirmed this proposal in my letter of the 21st April to Crozier, of which a copy was sent to Watson. I have now heard from Crozier saying that he entirely agrees that this is the best method for supplying material and asking that the arrangement should be put into effect forthwith so that the Education Department in Hong Kong can begin to receive material before his return from leave. This latter request reinforces the view that the material should be channelled through the Regional Information Office, so perhaps you would be good enough to send a copy of the article to Hong Kong for onward transmission to the Education Department there, saying that it has been sent at Crozier's request.
