I regret inifortmate vorting of this directive which gives impression that Indians and Pakistania are considered in Hong Kong to be allons. This is of course not (repeat not) the onse.

Za Batry of Indians was previously dealt with in Section VI of ol Directive on Imulgration to Hong Kong dated 5th November, 1948. Revised version of Seckica Vĩ vhich included Faldiabanis was circulated by Tumigration Crticer reference FP/22 acted 4th February, 1949.

3. Subsequently, es result of correspondence ending with my secret 24 telegram No.1338 of 14th December, 1949 spental and favourable arrangements were made for entry of certain categories of Indians and Pakistanis from India and Pakistan. Entry from places other than India and Pakistan is still governed by the revised Section VI. I do not quite see why existence of Section VI, which staten only that in all cases (excluding transit passengers) prior reference must be given at present, that certain particulars (which are listed) should be supplied, and that transit passengers journeying through Hong Kong require only a note in passport to that effect, should give offence to Governments of India and Faiziston. They hare of necessity been aware of these provisions the whole time,

Directive X,C,500 was not (repeat not) transmitted direct to the two Sovezancarta. In view of wording of directive, however, I have instructed Immigration Officer to withdraw directive for amendment and reissue.
