We have received direct copy of Hong Kong Immigration Directive for aliens No. XC500 which refers to "Aliens other than Chinese, Indians and Pakistanis". Last two categories appear to form a subject of a separate directive which has not yet been received here.

You will be aware that visas for United Kingdom and British territories are issued by Passport Officers in this country and that if unfortunate phrasing quoted above is included in copies of circulars sent to Indian Passport officers we may expect to receive representations from the Government of India. Similarly, the inclusion of a reference to a separate directive on entry of Indians is gratuitous and touches on a question on
While we can no doubt which Indian opinion is highly sensitive. rely on Indian Passport Officers to carry out regulations in accordance with appropriate directives, there seems no need to create unnecessary friction by using inaccurate and tactless terms.
We should therefore be grateful if phraseology of directives referred to above, and any of a similar nature, could be revised before circulars are sent to Indian Possport Officers.
