Please see attached at (29) a note of our discussion with Sir C. Jeffries and Sir A. Grantham on the 13th July which Mr. Hall has prepared and with which I agree.

I also submit a draft of a despatch to go to Sir A. Grantham on his return to the Colony, with a view to our further discussion with the Secretary of State next Wednesday at 11.30. As you were not available this morning, I have shown a copy of this draft to Sir C. Jeffries who agrees that it will serve very well as a basis for our discussion, and that I should send a, of it to

a copy Sir A. Grantham which I have now done 'together with a copy of the record of the meeting.

I attach to the draft three duplicate copies for the use of yourself, Sir C. Jeffries and Mr. Cook. I have kept a copy for departmental use.

Mr. Sidebotham's drift will, I think, serve admirably

as a basis for the Secretary of State's discussion with the Governor next week. In order to avoid delay in the circulation of the file, I have retained a copy of the draft for more detailed study.

It emerged clearly from our discussion with

Sir A. Grantham the other day that what he would like from the Secretary of State is an assurance that, if the fur ther proposals to be worked out in Hong Kong are on the lines of the memorandum at No. 23, coupled with adequate arrangements for the development of the Urban Council, such proposals will be acceptable to the Secretary of State.
