It was decided that further discussions about Constitutional Reform in Hong Kong should take place in Sir C. Jeffries room at 10.30 on Thursday, 13th July and in the Secretary of State's room at 11.30 on Wednesday, 19th July.

The meeting on the 4th July did not discuss in any detail Sir A. Grantham's latest proposals which the Secretary of State was not inclined to favour

being in accord with His Majesty's Government's general views as to the form which constitutional progress should take. Presumably this will be examined in more detail when we next see the Secretary of State. The "new" proposals are at (23), your note on them is at (24) and notes on the discussions on them are at (25) and (26).

As you are aware the Governor's despatches at (57) and (58) on the '49 file are still to be answered. At the last meeting with the Secretary of State he was inclined to think that a decision should be left for six months or so (until the F.E. situation had cleared somewhat). I submit that at the next meeting a decision will have to be taken about the form of reply even if it is only an

interim one which is to be sent to the despatches at (57) and (58) on the 1949 file.
