Approval of Second Minutes

1. The Minutes of the second meeting were approved

subject to the substitution of the word "regular" for the

word "rare" in the third line of paragraph 12,

After welcoming Mr. Ingrams, the Chairman invited

him to develop in turn his views on the countries of which

he had had first-hand experience.
