83. In 1946 we turned the Burgershaft (Parliament and L.C.C.) into an elected body the members of which were elected for three years. In strictly municipal bodies we provided for clections bn the rotation by thirds principle: in Hamburg and the other Länder there was no rotation. I am told that this has worked well but I have no up to date information on the subject, nor do I know if there have been any modifications.

84. In 1946 I discussed with Herr Petersen, our nominated Burgermeister and his deputy the possibility of setting up Gemeinden in the city based on the parishes and the London boroughs. They thought the idea attractive and that it would work, but I do not think anything happened. It occurs to me that something of the kind might be useful in Hong Kong as extending the field for democratic development.
