These recommendations have been in the Office some time,
but no final conclusions had been reached before Mr. Creech Jones
left office. We are all quite clear about one thing, namely,
that the Young plan is dead and there can be no thought of pro-
ceeding with a reorganisation of municipal government until the
Legislative Council has been dealt with. As regards the actual
composition to be aimed at for the Legislative Council and the
desirability or otherwise of carrying on with constitutional
changes under present conditions, we propose to consult the
Governor again, as the situation is rather different now from
what it was a year or even three months ago.
