You may be interested to see the attached note by Mr. Reid and another by Sir John Maude on Hong Kong, both of whom are members of the Smaller Territories Committee, and also a copy of the minute which I sent about them to Sir C.Jeffries.

We have invited the Chairman of the Committee to come down for a discussion about the way in which the Committee might tackle its task, having in mind to put it to him that there should be con- centration on the ultimate constitutional objectives, and not on immediate constitutional problems which is what members tend to deal with.

We are expect-

ing Sir Frederick Rees on the 3rd or 5th of May.
