Thank you for your letter of 11th. August. 2. No comments on the amended draft despatch. 3. Draft d/o letter. I suggest the addition at
the end of paragraph 2 of the following:-
would be:-
"Grantham thinks that probably the best procedure
(1) publication of his open despatch of August 1949 & of the Secretary of States reply thereto.
(2) after a lapse of, say, two weeks, notice of motion of resolution in Legislative Coundil by senior un- official member, recommending proposals on the lines of the sketch proposals brought home by Grantham.
(3) after further lapse of two to four weeks, approval by Legislative Coundil (officials not voting) of resolution as in (2).
(4) Grantham's despatch forwarding copy of reso- lution & recommending approval."
4. The object of the above procedure is that the
proposals should come as from the Unofficials after the matter has been publicly debated,i.e ostensibly no hole & corner business between the Governor & the Unofficials.
