replied on the 16th October proposing that Agenda should cover freight rates for through goods traffic as well as question of through passengers trains. As regards latter, he suggested discussion of general and technical questions as well as security considerations raised by General Manager of British section.
2. Latter has now replied agreeing to discussion on these lines at any time convenient.
3. Meanwhile, reports have appeared in Chinese press regarding the possibility of resumption of through train service before establishment of formal diplomatic relations and connecting this with discussions alleged to have been held by Liu Ning Yi in the course of his unofficial visit to U.K.
