I am sorry that the reply to your letter 96038/1 (15) of the 7th October asking for the terms of reference for the new Information post in Hong Kong has been delayed so long. I give below the text of them:-

Regional Information Office: Hong Kong Representative

It has been agreed by the Governor of Hong Kong and the Commissioner-General for the United Kingdom in South-East Asia, with the concurrence of H.M. Ambassador at Nanking, that an officer be appointed to organize and carry out in Hong Kong publicity to counter the Chinese communist propaganda.

The officer will be known as the Regional Information Office, Hong Kong Representative. He will be a member of the Regional Information Office, Singapore, from whom he will receive directives, guidance and publicity material, but he will be locally responsible to the Governor of Hong Kong on all matters of policy which are likely to affect the Colony.

His duties will consist in outline of the following:-

(a) Dissemination of publicity to counter Chinese

communist propaganda, particularly in the Chinese press in Hong Kong. It is realised that a proportion will find its way into China itself.
