for passing to R.1.0. Singapore.

(e) Dissemination of positive publicity and infor-

mation about British achievements in labour, industrial and other fields especially intended for Hong Kong.

The functions of the R.I.0. Representative in Hong Kong will not in any way affect the position of the P.R.O. Hong Kong, with whom he will maintain close liaison. He will also main- tain close liaison with the Political Adviser to the Hong Kong Government, who will be kept informed of his activities.

2. As you know, I have already mentioned to the Colonial Office that sub-ra (e) about positive material seems to me to be running rather near the present duties of the P.R.O. Hong Kong. You have said that you envisage the P.R.O. Hong Kong carrying out these duties, though there may be some overlap, and we agree that the sub-para should be left in on this understanding.
