Hong Kong Representative of Regional Information office, Singapore.
I have discussed with you briefly during my recent visit to Singapore the directive to be issued to the officer appointed to Hong Kong • The following now represents our prefferred wording. (Amendments proposed by H.M. Ambassador Nanking in earlier telegrams are included).

It has been agreed by the Governor Hong Kong and the Commissioner-General for the U.K. in SEA with the concurrence of H.M. Ambassador to China that an officer be app- ointed to organise and carry out in Hong Kong publicity to counter Chinese Communisţ propaganda and Communist propaganda in gen- eral.
The officer will be known as the Hong Kong Representative of the Regional Information Office in Singapore. He will be a member of the staff of the Regional Information Office, Singapore from whom he will rece eive directives, guidance and publicity mater- ial. Any directives affecting matters of policy will be fully considered by the For- eign Office, the Hong Kong Government and the British Embassy in China before they are issued to him. He will be locally responsible to the Governor, Hong Kong, on all matters of policy which are likely to affect the Colony.
His duties will consist of

Dissemination of publicity to counter Chinese Communist propaganda, particul- arly through the medium of the Chine se press in Hong Kong.
Provision of information to local pub- licists to pass on to their own public in their own manner.
(c) Advising Radio Hong Kong on policy to
counter Chinese Communist propaganda and supplying them with guidance and material
