for local activities: long-term and general

anti-Communist publicity are by local agreement

undertaken directly by the. Regional Information

Office, i.e., the latter approach departments,

officials, publicists and newspapers, etc., direct,

in agreement and consultation with local authorities.

The Department of Public Relations in the Federation

of Malaya is energetically concerned with the local

aspects of Communism and has disseminated a large

number of minatory leaflets, etc., in support of

security operations:

it also runs a number of news

sheets with quite large circulations.

P.R.O. Singapore has been absent during recent months,

and a considerable increase of activity can be

confidently promised soon.

a) There should be an increase of publications by the

Regional Information Office: the latter also hope,

as soon as their staff increase has taken effect, to

edit and place many more articles than hitherto.

(*) There seems to be room for the development of material

which could be transmitted through channels available

to the Trade Union Advisers in Malaya and Singapore

and also through channels available to Departments

of Labour. A beginning has been made with the

Department of Education in Singapore, and, if consulta-

tion with the local authorities shows no obstacles,

this should be extended to the Federation as soon as

possible.

(f) Both conditions and provision for publicity in

Sarawak, British North Borneo and Brunei are

primitive. The Director of the Regional Information

Office has the intention of visiting these territories

soon/
