a proposed additional Information Officer represent-
ing the Regional Information Office (Singapore) in
Hong Kong and concerned primarily with anti-Communist
propaganda designed for Hong Kong and for indirect
reflection into China. (Treasury agreement to this
appointment is being sought.)
(g) residual Information staff in Shanghai, who after
recognition of the Chinese People's Republic may be
transferred to Peking. (It is improbable that, even
if we find we can retain this Information staff useful-
ly at all in China, they will be able to do more than
conduct the most modest of "positive" projection of
Britain, though they may serve a considerable purpose
in collecting information on Chinese internal adminis-
tration, press, propaganda, etc.)
With regard to the Regional Information Office,
Singapore, measures are being taken in agreement with the
Colonial Office to ensure that its work may be on a consider-
ably larger scale than has been possible hitherto.
Recommendations are being put forward for:
(a) increased finance and personnel for overt British
(b)
publicity, including publications;
the development of a considerable volume of material
published by indirect means, i.e., either by
confidential approaches to editors by Information
Officers or Public Relations Officers who are in a
position to make such approaches, or through inter-
mediaries arranged by friends;
(c) improved propaganda intelligence facilities;
(a) the terms of reference of the investigator, who is
to be sent to look into the utility of films in the
Federation of Malaya and in Singapore and the
potentialities of the Malayan Film Unit, being
