Mr. Watson

After discussion with Mr. Blackburne and Mr. Dening (Foreign Office) we have arranged to discuss the questions raised in Nos. 12 and 13 at a meeting on Thursday the 14th July, at which both the Political and the Information Departments, in both the Foreign Office and the Colonial Office will be represented.

(It was not possible to arrange an earlier meeting because both Mr. Dening and I have a series of meetings in the next few days and Mr. Blackburne is away until Wednesday).

Apart from coming to some conclusion whether the Hong Kong broadcasting station should be expanded so as to be capable of covering a large part of China (which, as indicated, is mainly a Foreign Office interest), the main question will be whether there is any begeasiyete the issue of a directive gate organisations concerned (both in Singapore and Hong Kong) as to the line to be taken in countering Communist propaganda. As will be seen from Nos. 6a and 8 on this file there have already been discussions between the head of the Regional Information Office at Singapore and the Government of Hong Kong with a view to strengthening the organisation for these matters in Hong Kong. Hitherto, the emphasis has been placed on the need for more and better anti-communist propaganda but this will now be reviewed in relation to Mr. Bevin's views as expressed at X in No.12.
