There would clearly be edrontage in delaying any eetion whick might have to be taken (17 dangers of delay were not unduly serious) until after Communist action against British prese orgone in Shanghai which Ambassador thinke likely (paragraph 3 of his telegram under reference refers) and you would doubtless therefore, if time permitted, consult with Ambassador before authorising ection.

As regards the New Chins News Agency I should be glad to knor whether 16 is a local society within the Beaning of the Societisa Ordinance. If it is, refusal of registration could hardly be avoided. It was bot contemplated here when draft bill was considered that a news agency might be affected and it be for consideration whether it would not be preferable to deal with the New

in the case of the newpapers theuselves.
I should be
glad of your further viene and comments in the light of the above before any setion is taken against this Agency.
It does not at present appear that activities of New Chuiza Neve Agency brunch in this country constitute # danger to the state; so long aa this 18 the ceae 190 closing down here is not (repeat not) likely,
