5. The tone of the Left-wing Chinese press since the incidents involving British warships on the Yangtze has been worse than before. Prominence has been given to the Communist version of the incident. The non-Communist Chinese newspapers have also indulged in editorials, the tenor of which is that the mild British reaction to these unfortunate events shows that the British Empire is now only a "paper tiger". Needless to say these articles have not encouraged those who hope that Hong Kong will be fully defended against possible attacks by the Chinese Communist daily newspapers continue to pour out inflammatory material about the Chinese civil war and on the international affairs side they have given the usual excessive space to such Communist propaganda stunts as the Paris World Congress for Peace. The French Government has been roundly denounced for refusing visas to the Chinese delegation to this meeting.
