In connection with the arrangements for
the further reinforcement of Hong Kong
H.M.G. have decided to appoint a Commander
to command all the land, air and local naval
defence forces in Hong Kong and they have
what Shimid kine been giving consideration to your relations
with that Commander.
Minister of Defence is being briefed,
en route, as to the implications of this
new arrangement, in relation to the
recommendations in your secret despatch
No. 15 of the 3rd May. H.M.G. fully
recognise that it is most important that
the commerical life of Hong Kong should be
maintained to the fullest extent compatible
with the developing situation. they have
however come to the conclusion that, Having
regard to the threat to the security of the
Colony
in the event of any difference of
¿ST IL opinion as to the necessity for your execution
of any security measure, the view of the
Commander should prevail, and that an
instruction should be issued to you to
this effect.
