In accordance with the directions

recorded in No. 15 we have prepared, in consultation with General Festing, and the Chiefs of Staff, a draft telegram to the Minister of Defence embodying the produced new instructions to the Governor of Hong Kong to govern his relationship with the new Commander of the forces there. Both General Festing and the Chiefs of Staff are quite satisfied with this draft.

As is a minute, of which I submit a draft. explained in that draft minute, the draft telegram to the Minister of Defence differs in one matter of detail from the conclusions reached by Ministers at their meeting recorded in No. 15.

In accordance with the minutes registered at No. 16 I also submit the draft of a personal telegram from the Secretary of State to Sir A. Grantham. I understand from Mr. Watson that the Secretary of State will probably not, consider it necessary to seek the Prime Minister's approval for this draft.
