Dear Hector,

I agree with the suggestion made in your letter to me of 13th September about the desirability of avoiding excessive publicity in regard to the measures taken for the reinforcement of Hong Kong and I am arranging for suitable instructions to be given to the Service authorities.

I must however say that I do not think the Services have been guilty in this matter and that it is rather in the field of the Fress and the B.B.C. that there is a need for guidance. I note that you intend to do what you can in this field.

I am sending a copy of this letter to Creech Jones.
