His Majesty's Ambassador at Nanking has
represented, in a telegram of which I enclose a copy,
that what seems from the angle of the British community
in China to be undue publicity has been given to recent
military measures ir Hong Kong, The Chinese Communists
are krown to be noting this carefully and the British
community fear repercussions on their own position.
As you will recall, the decision to send
reinforcements was at first designedly publicised in
order to improve morale in Hong Kong. I understand that
the necessary fillip to morale has in fact row been
given, and, that being so, there seems no reasor to go
on encouraging publicity, which obviously is liable to
incerse the Communists Toth against the Colonial Govern
ment and against British subjects in general.
Creech Jones and I both feel, therefore, that
the Ambassador's suggestion should be accepted and that
