(a) Land: Limited by communications and short
frontier for deployment of the equivalent of two to three British Divisions.
(b)

Air: negligible but air defence required to deter air raids and to raise morale of civilian population.

(c) Naval: nil, but landings by sampan and junks
on leased territories and islands are
probable.

Internal Security:
threat is considerable.

Possibility that population will be non- co-operative and probable that we will have to run some if not all essential services.
We appreciate that before (A) and (C) above there will be infiltration on a serious scale by fifth columns with the object of creating chaos among the civilian population and thus diverting troops.
