THE THREATS TO HONG KONG
In anticipation of your instructions the Joint Intelligence Staff have given preliminary consideration to the report+ by the Joint Intelligence (Far East) on "The Threats to Hong Kong" and have prepared the attached note and detailed comments thereon.

You may wish to consider the attached comments, together with any further comments you may wish to make, under item 2 of the Agenda for the meeting of the Committee (Deputy Directors) to be held on Wednesday, 29th June, 1949.
