THE THREATS TO HONG KONG
Note by the Joint Intelligence Staff
We have examined a paper by the Joint Intelligencé Committee (Far East) entitled "The Threats to Hong Kong", We have consulted the Service Ministries, the Colonial Office and J.I.B, Owing to lack of time, we have not been able to obtain the views of the Foreign Office, the Security Service and M.I.6.

In general, the paper, appears to be in line with the latest trend of opinion in London. In the course of its preparation, the Joint Intelligence Committee's paper on the Scale and Nature of Attack on the Colonies and the J.P. paper on Hong Kong" were taken into account. However, while all possible courses open to the Communists have been a,dequately examined, the main conclusion of the latter paper, namely that a direct attack on Hong Kong is unlikely, has not been given sufficient prominence by the J.I.C.(FE).
